Memorandum
Sub: A guideline for payment of family pension for life to the unmarried/widowed/
Divorced daughters of Teachers and Non- Teaching Employees/Pensioners of
Non- Government Aided Educational Institutions, W.B under W.B. Recognised
Non- Government Educational Institution Employees(DCRB) Scheme, 1981.
School Education Department Memo No. 39-SE(B) dated 10.01.2008 and No. 95-
SE(B) dt. 13.4.10 provide for the extension of the benefit of family pension to the
widowed/divorced and un-married daughters of Teachers and Non-Teaching employees
of Non- Government Aided Educational Institutions, West Bengal. However, it is
observed that the concerned Head of the Institutions are facing difficulties in dealing with
these cases as the Service Books/particulars of the deceased pensioners, specially in the
old cases, are not traceable in the respective offices. Moreover the members of the family
of the deceased pensioners generally do not possess relevant documents such as copy of
the Pension Payment Order, Pension Sanctioning Order etc.
After careful consideration of the matter, the Governor has been pleased to prescribe
the following guidelines in dealing with the cases.
1. The Widowed/divorced/un-married daughter shall apply to the Head of the
Institution where her deceased father or mother served at the time of retirement.
She shall submit as enclosure the following documents:-
(a) A proof of her identity e.g., copy of Voter Identity Card, Ration Card etc.
(b) An income certificate from a Gazetted Officer of Central Government or a State
Government Officer belonging to Group ‘A’ service to the effect that she does
not have an income of her own or has an income less than Rs. 3,500/- per month
and that she is the widowed/divorced/un-married daughter of that
particular/Teacher/Non-Teaching employee/pensioner of Non-Government
Aided Educational Institutions, West Bengal .
(c) Copy of Death Certificate of her deceased father and mother.
(d) Copy of Pension Payment Order of her father and mother.
(e) Copy of Death Certificate of the deceased husband in case of widowed daughter.
(f) Copy of Divorce Certificate issued by the Court of Laws in case of Divorced
daughter.
(g) Recent Passport size photograph, specimen signature, Annexure for drawal of
pension through Public Sector Banks and Descriptive Roll (4 copies each).
2. On receiving the application along with relevant documents, the Head of the
Institution shall prepare the pension papers in prescribed forms.
3. Head of the Institution will then forward the family pension case complete in all
respect along with the Service Book of the deceased employee to the District Authorities
for sanction. The District Authority will scrutiny the pension papers and if he satisfies
with the documents and facts, he will sanction the family pension and send the same to
the D.P.P.G., West Bengal for authority.
4. In case where Service Books and relevant documents are not available but
references of D.P.P.G., West Bengal in the matter of admissibility report/P.P.O. is/are
available, those cases may be submitted to the Finance Department through School
Education Department for dispensation of furnishing of Service Book to the D.P.P.G.,
West Bengal.
5. In case of widowed/divorced/un-married daughter a certificate regarding her
marital status is required to be submitted yearly to the Pension Disbursing Authority. The
income certificate in case of all the three categories of family pensioners is required to be
furnished to the Pension Disbursing Authority.
6. The Director of Pension, Provident Fund & Group Insurance, West Bengal after
receiving the family pension case will issue the Pension Payment Order in respect of such
daughter.
7. The order is issued with the concurrence of the Finance Department (Pension
Branch) U.O. no. 200-F (Pen) dated 12.4.2010.
